ToRs for Consultants

Qualification & Experience:

  1. Master Degree in Economics. PhD will be given preference, if he fulfilled other qualifications.
  2. Foreign Qualifications/Diplomas/Trainings will be added advantage.
  3. More than 20 years proven working experience in the field of Macro-Economic Accounting/National or Regional Accounts (GDP). Working with the international organizations will give due weight to his qualifications.
  4. Have experience of imparting training and lectures on the subject.
  5. Have some research work at his credit or conducted research/case studies of specific topics, or economic sectors on the subject.
  6. The span of project expert is of two years. Since highly qualified person is desired, therefore, there will be no age limit or bar for the appointment of the Subject Specialist/Expert.

Responsibilities & Major Services to be provided by the Expert/Consultant:

  1. To prepare a document "Hand Book" on provincial system of Regional Accounts which will provide tailor made complete methodology and approaches with reference to Khyber Pakhtunkhwa economy.
  2. To establish a system for data required for macro-economic accounts with the help of BOs Khyber Pakhtunkhwa and Pak BOS Islamabad.
  3. To Extract the required data from administrative record and derived from Statistical surveys conducted by all Federal and Provincial Statistical organizations, Statistical Cells and other sources which have Statistical information for Khyber Pakhtunkhwa.
  4. To compile, integrate and analyze the secondary data from various sources for deriving provincial GDP.

Besides above, the Expert/Consultant shall take the following specific duties as primary responsibilities:

  1. To evolve mechanism and design for estimation of Regional GDP/Economic Indicators in line with SNA and National Practice.
  2. To advice and guide the Regional Account Wing Khyber Pakhtunkhwa staff in the preparation of the Provincial Economic Accounts for Khyber Pakhtunkhwa.
  3. Organizing and implementing hand on training programs.
  4. To undertake research into the methods and techniques followed by the current practices in Pakistan and other statistically developed/developing countries, especially System of National Accounts (SNA) development.
  5. To work for the generation of new data series and construction of indicators of macro-economic growth and analysis with reference to Khyber Pakhtunkhwa.
  6. The preparation of documents such as "Sources and Method" and explanatory memoranda on subject.
  7. The presentation of the series at provincial and national forums such as Provincial Accounts Committee, Technical Advisory Committee, Provincial User/Statistical Council, Annual Plan Coordination Committee.
  8. To arrange and conduct regional and national seminars on the output of the project with the assistance and cooperation of the Regional Account Section/Wing, Planning and Development Department, Khyber Pakhtunkhwa.
  9. Assist in the preparation of instruction materials on statistical tools and implement teaching programs for the compilation of economic sector accounts in line with the Pakistan Standard Industrial Classifications.
  10. Report to the Project Management/Director/Chief Economist Regional Accounts P&D Department on a routine basis during the execution of the tasks.
